  1. It is unfortunately still true today that many communities think that constructing an emergency operations plan is all that is required for emergency preparedness. What else are they missing, and why are these things important
  2. Please tell me how you would construct a hazards and vulnerability assessment for Riverton, Wyoming.
  3. In an era of rapid global changes (weather patterns, population distribution, technologies, land use, etc), virtually any jurisdiction is likely to have a changing risk profile. How would you update the risk profile for Ocean City, Maryland?  What would you include, and why?  Where would you seek information, and what time period would you want to cover?
  4. Please provide an overview of how Presidential Policy Directive – 8 (PPD-8) changes or influences the work of emergency preparedness.
  5. Please describe the kinds of activities that are needed in order to train police, fire service, EMS personnel, and volunteer responders, as well as to test their ability to work together in an actual response. What other organizations might need to be included, and why? Why is it that coordinated inter-service training and drilling are often not done?
  6. Imagine that you are made responsible for preparing the New Madrid Seismic Zone (Illinois, Indiana, Missouri, Arkansas, Kentucky and Mississippi) for a response to a catastrophic earthquake disaster (M8 or higher). You can choose to organize and implement this long-term preparedness project using a top-down approach that incorporates the federal and state governments and their agencies, as well as the counties and cities within those states. This planning would follow the Incident Management System in its conception and implementation. Or…you can choose to a bottom-up approach in which the community levels first conduct their risk analyses and local plans, and then the states plan based on the communities and counties, and then the feds plan based on the states. Which approach would you choose, and why?
