Does inclusive quality education lead to more inclusive societies and if so, how and why?

Inclusive education is a relatively new discourse when compared to special education.  It must be noted that there is no exclusive society when we grow older.  Adult society comprises all difference and if schooling can create those conditions under and inclusive system society wiill be a much better place.  On the other hand why is it that difference is frowned upon in schools.
